Generally actuaries, but really it depends. It depends on the institution, how many exams an actuary has, how much experience, and to what extent management responsibilities are involved. I would look for salary surveys online for both actuaries and statisticians. Try following the career information link on www.actuary org to the Occupational Outlook Handbook of the US Dept. of Labor for a start.... there you see that the medial salary for actuaries was about $67K in 2000, and about $52K for statisticians. But this survey includes actuaries at all levels, from no exams to senior management Fellows.
