CAS is now offering a different exam for Course 3; although Course 4 remains a joint exam given by SOA and CAS. Unless you know what type of actuary you want to be, you may want to wait on Course 3. The SOA version counts for both, but I've heard the two (third exams) are quite different. Anyway, this could be one reason you would be given the advice to wait.
