I don't think 60% is necessarly correct. I think the rating of 6 our of 10 (for instance) indicates where you scored relative to the passing scores. If I am not mistaken a 0 means you didn't got 0% of the questions correct, you got less than 1/2 the passing score. It is very unlikely (even is you guessed every question) you would get a 0% but many people get scores of 0.
